Question: 7 yr old boy and 3 yr old brother
7 yr old has been sick for a month several visits to ER blood work,chest xrays,head xrays,urine tests
still sick fevers,lethargic,no appetite
3 yr old same symptoms only worse glands swollen,fevers eyes,lips swelled up
no answer just keep saying viral infection

Such high white blood cell count is unlikely in fungal infection (Mould).
Given the history and presence of symptoms in both brothers one has to consider autoimmune disorders also
Such a presentation requires a detailed history taking, good physical examination and a review of all the investigations -- which are outside the scope of this forum. I would suggest you to see a paediatric immunologist for further care.Hope your children get well soon
