Question: visited doctor due to experiencing forgetfullness. doctor said the nerves running from the lower back of head to the neck area were not functioning properly (sending/receiving signals).

To understand the condition better and to ascertain whether there is a organ brain damage which is leading to such memory impairment you may have to get a MRI scan of the Brain.

Also do consult a Psychiatrist to rule out defect in though process, which itself can be a cause for forgetfulness.
