Dear Dr thanks for your response. My father in-law's does not have hypertension or blood pressure. Headaches are mild happen in his complete head and some times on left hand side. These headaches are happening since last 5-6 yrs.
He also seems to have sleeping problems and has difficulty in sleeping.

But sometimes fluctuations in blood pressure can cause headache and left arm pain.
Or it could be due to dehydration or anxiety.
I would suggest you check his blood pressure for continuous 5 days at local or primary hospital. And observe any variations.
Meanwhile I suggest him paracetamol 650 mg after food. Use it sparingly.
I suggest you Alprazolam 0.25 mg before bed after consulting with your physician or primary doctor.
I also suggest you check his hemoglobin levels.
Do not skip meals.
Drink plenty of water and fluids.
