She was working on rolling over but hasn't done it lately.

15 lbs at the age of 7.5 month for a 30 week preterm is satisfactory.Although Repetitive movements are one of the signs,only on the presence of this single sign one cannot be labelled as having neurological problem.
If she is achieving her other developmental milestones(motor,social,behavioral)normally this can be just a normal observational finding.Shaking of hand while getting excited is quite normal for infants.There is a range of time in which a child achieve a developmental milestone.If baby is not able to roll over till the age of 9 months along with few other delayed milestones then it should be evaluated.
Get a hearing assessment done(BERA) to rule out hearing abnormality.
I have answered your query few days back regarding the same.This time too I would suggest you that don't worry and if the condition persists for longer duration say 2-3 weeks or if you get any other specific motor or behavioral abnormality then consult your pediatrician or put your query on healthcare magic platform.
