I have gone through your question. I can understand your concern.
Hemoglobin is increased due to many causes.
Common causes are dehydration or polycythemia vera.
For dehydration no any complex treatment is required. Just proper hydration will settle the issue.
In polycythemia vera treatment is complex.
phlebotomy is the most easy and economic option. He should also take aspirin and hydroxyurea.

He should first go for complete blood count and if needed he should go for bone marrow examination and jak 2 mutation study.

Then he should take treatment accordingly.
