Brief Answer:
It could be a inguinal hernia. Get it examined.

Detailed Answer:
Hi,
The inguinal puffiness could be due to water retention or a swelling from inside. The commonest swelling would be an Inguinal hernia. Inguinal hernia usually shows up with pain and swelling in the inguinal region and can travel till the scrotum.
To rule out a Hernia you should get yourself examined by your GP or preferably a Surgeon. This will confirm what it is. Then only can the treatment be planned. Do not worry. Get yourself checked and then let us know.
Feel free to ask any more queries that you might have.
Take care.
