Brief Answer:
I would like to rule out urticaria
Detailed Answer:
Hello
Thanks for the query
I have gone through the picture.
Although the image is blurred the red irregular margined elevated lesions are most likely urticarial rash.
It is mostly allergic in origin.I would like to get a hemogram dine to check the eosinophil counts.
Antiallergic like hydroxizine, fexifenadine or cetrizine will help.
The image is blurred so I request you to attach a new image with higher pixel's camera so that I better able to assess.
Please do ask if you have any more query.
Regards

whats the best way to rule out urticaria? it doesnt seem to bother her. i have started applying hydrocortizone cream to area. can i try benedryl? i attached a few more images. i actually have a XXXXXXX pixel camera phone but trying to get my 23 month old to sit still while it focuses is a different story.
Brief Answer:
You can give benadryl
Detailed Answer:
Thanks for follow up
I can understand your problem and really appreciate your effort.
I have again gone through the images and it looks like urticarial rash.
Urticaria can be managed well with oral or topical steroid and antihistaminic.
Benadryl contains diphenhydramine which is a very good antiallergic/antihistaminic.
You are already applying steroid cream. You can give benadryl syrup as it will add more relief.
Wish your baby speedy recovery.
