I read your question carefully and I understand your concern.
I wish you could provide so more info upon what you mean by involuntary movements. I will assume that you mean muscle spasms or twitching.
One possible condition which might be considered is hemifacial spasm, spasms involving one side of the face, which in the initial stages might involve only one region like the chin. However if it has been already a year and if the movements involve both sides of the chin I would not worry anymore.
Another possible cause might be electrolyte abnormalities, esp of calcium and magnesium. A simple blood test will reveal that. Not that likely if you have no other symptoms.
Last cause would be anxiety. That must have been what the neurologist thought to dismiss it. He is most probably right as it is by far the most common predisposing factor, I would consider it as the most likely possibility.
So to conclude I do not think it to be anything serious, there are no serious conditions with only that as a manifestation and the fact it's been a year proves that otherwise it would evolve with other symptoms.
