Sometimes due to tight inners there will be no proper evaporation of sweat leading to chaffing of skin leading to bacterial and fungal infection. These infection might cause itching and redness.
Try non medicated dusting powder and apply corticosteroid ointment 3 to 4 times daily. Wear loose cotton inners. Use any bland soap to clean the area as said in previous reply.
As there are no lesions you need not worry.
