I have gone through your query. Your daughter's problem can be most likely an allergic rash ( urticaria ). This can be from some allergen she has exposed. If you send a picture of it then it will be more helpful in identifying.
Is she having any fever or throat pain. ?
Taking antihistamines like cetrizine ( zyrtec ) once daily or benadryl twice to thrice daily will be helpful for this. You can also apply calamine lotion locally.
If there is no improvement then she may need a short course of corticosteroids like methyl prednisolone. In such case you can approach your GP.
