What Causes Itchy Rashes On Neck, Shoulders And Upper Back?

Question: Hello,
I'm a 30-year-old male. About 4 days ago, I developed a rash that seems to be confined to my neck, shoulders, upper back, and behind my ears. The rash is itchy especially if I scratch it, and it consists of small raised dots that are a pinhead or smaller. They feel slightly oily if I gently massage them. I've noticed a couple of dots on the underside of my forearms and on my hands but only one or two. The rash seems to have improved slightly after showering and using Cetaphil.

Please upload an image.
Detailed Answer:
Thanks for asking on HealthcareMagic.
I have gone carefully through the details provided. I would insist you to upload an image (such that the size reference can be made) and based on that I would be able to provide further inputs. As of now try taking cetirizine tablet once daily for a few days and see if it helps. Continue to use Cetaphil.
I would await your response.
