What Causes Itchy Red Bumps On The Thighs, Arms And Elbows?
Question: Red bumps ( Like Hives) on my tights arms elbows and it itches like crazzy.

this has to be an allergic reaction. Whether it's the detergent or something else is hard to tell. If you only have skin lesions and itchiness (no faintness, shortness of breath, low blood pressure, etc) then you can use an antihistamine pill. Pills work better than local treatments.
