Brief Answer:
It could be Hernia.

Detailed Answer:
Hi
As per your description, it looks like a Hernia.
The abdominal content will be protruding through a defect in the abdominal wall. Most of the times, the content will be either Small bowel or Omental fat.
This content is seen as a Swelling.
Sometimes, these contents will get blocked and cause pain.
In my opinion, you should consult your Surgeon and get examined clinically. I prefer to get an Ultrasound abdomen first. If it is inconclusive, then CT SCAN ABDOMEN can be done.
Hope I answered your query. If you have any questions, I will clarify further.

Brief Answer:
Bladder infection will not cause swelling.

Detailed Answer:
Hi
Urinary bladder is located in the lower abdomen, below the belly button near the pubis. Urinary bladder infection will not cause a swelling. But,if the bladder outflow is obstructed due to Stricture urethra or Prostatic enlargement, then the Urine may get collected in the bladder which causes gross distension of the lower abdomen.
But,for exact diagnosis you need investigations.
Ultrasound abdomen is the first investigation of choice.
Get it done and come back to me.I can clarify further.
Please post your pic showing the site of swelling. That would help me more.
Wish you good health.
