What Causes Lightheadedness Followed By Large Red Spots On The Arms?

Question: My question is when my mother gets light headed she ends up with these marks on her arms. They look like a big spot of blood and the skin sort of rips off. After several days, they leave like a bruise mark and then end up scarring her skin. What could possibly cause this?
She does not have low blood sugar levels, but she has white spots on her brain and a tumor in between the two hemispheres in the brain.

i am having trouble downloading the pictures she sent me, but the one attached looks just like hers but brighter in color. More of a fresh look.
She stated it all started about 3 years ago when she was diagnosed with the white spots on her brain and the tumor. She said she does not have to do anything for them to form. She can be sitting down watching tv and one will just appear.
She has had part of her thyroid removed as well.

These are bruises.
It usually happens due to low platelet levels.
Please get her platelet levels checked and let me know.
For immediate relief you can ask her to apply heparin gel.
