I have gone carefully through your query and understand your concerns. It seems that there is a lack of muscle coordination involved. Although I cannot rule out contribution of diabetes, possibly it is an independent factor. A thorough neurological evaluation is needed in order to ascertain the cause. The inner ear (vestibulo cochlear apparatus) or some parts of the brain (viz cerebellum) could be contributory. Invovlement of the latter is more likely and I would insist you to visit a neurologist for the same.
