From the information that you have privies, it appears that you have numbed in an area about your leg and possibly foot.
This usually goes in favour of a peripheral nerve damage like a Common peroneal nerve palsy or less commonly peripheral neuritis due to Diabetes.
Since you have underwent Bipolar hip replacement surgery in 2010, the surgery is associated with risk of Sciatic nerve injury which can cause similar symptoms. It is possible that this problem could be related to this especially if the nerve was manipulated during surgery and is now in a more superficial position that is liable to be compressed while during horseback riding.
I would advise you to avoid horseback riding or any other activity that causes the symptoms. Avoid squatting, cross leg sitting as well. You could try hip strengthening exercises after getting examined by your surgeon who will be able to find out the exact nerve that is damaged with the aid of certain investigations like Nerve conduction velocity and suggest appropriate treatment.
Avoid wearing tight clothes around the hip and groin. Avoid sitting on the floor or hard chairs.
Eat food rich in Vitamin B which helps in nerve healing like green leafy vegetables, nuts, cereals, pulses, eggs. Keep well hydrated. Avoid smoking and drinking alcohol which can aggravate nerve damage.
You can take essential Vitamin B tablet like Tablet Neurubion twice a day. This can offer relief in such situations.

I've had high blood pressure for which I take med.
This year I'm having groin pain on and off and received
Phys therapy for frozen shoulder and hip problem and groin pain.
I did bump my lower right front shin above ankle 4 weeks ago on furniture, it is no longer painful. But was tender atvthe time.
Should I see a neurologist or orthopedic dr.?

Since your have sustained trauma to the shin, it is possible that got may have injured the Common peroneal nerve which must be causing the symptoms.
It is advisable to consult an Orthopaedic surgeon as he/she will be in a better position to decide pepper medical and if needed surgical management for the condition.
Groin pain could be due to complication of the replacement surgery like mantle defects, loosening etc.
A nerve conduction velocity test will reveal the status of the nerve and extent of its damage. Kindly discuss this with your Orthopaedic surgeon.
