What Causes Painful Discoloration On The Toe?

Question: My middle toe on my left foot started hurting and felt numb a couple nights ago. Today that toe is discolored starting below the nail. It is just discolored on the top of the toe. I'm a diabetic, have HBP. I also have central retinal vein occlusion in my right eye. I have bi-lateral trigeminal neuralgia, which I've had surgery for on both sides. Rupturing of many tendons in my hands and arms. Just recently diagnosed with fibromyalgia and osteoarthritis. Is this an emergency?
