The symptoms of painful urination and itching indicate an infection. Commonest organisms are fungi or bacteria and sometimes parasites called trichomonas vaginalis.
Most of these infections are sexually transmitted. Sometimes the organisms lie in the vagina or male urethra and may give a subclinical infection where there are no symptoms. They may flare up when they gain acess into a new person.
So this may or may not be sexually transmitted. The best way to know is to get investigated for infections and she must get treated for the itch and urine issue. Drugs like fluconazole or combination antibiotics containing metronidazole and ofloxacin are usually effective and can be obtained by prescription.
So do not worry. Such issues are not uncommon.

The difference between acquiring an infection and getting diseased is very subtle. Presence of infection may not always cause disease. Disease is said to occur when the clinical symptoms and signs develop. So every infection may not always produce symptoms [ eg. subclinical infection or latent infections].
Infection or rather infestation of the organism is usually the first step to disease.
Your partner is already having symptoms so we may say it is an infection or disease as both are almost synonymous in this case, she may have an infection and has symptoms of infectious disease. It may or may not be sexually transmitted as sometimes trauma during sex also causes overgrowth of normal bacteria in vagina and produces symptoms.
In any case, I suggest an evaluation and treatment at the earliest as these can be managed easily if detected early.
