What Causes Persistent Itching On The Neck Despite Taking Medication?

Thanks for answering my query. I did tried permethrin as per your suggestion but it didn't worked. I still occasionally feel itching specially at nights. Mostly around neck, behind ears and sometime on chest just below the neck. I also feel itching on my hands but no rashes or no patches at all. I just feel itching not sure why. Can you please suggest me alternate medicine or tablets etc?

Apply desonide lotion in night and ritch cream in morning.
Take tablet montar lc daily in night.
