Question: Still hacking up phlegm mainly in the morning for about an hour or so and a little off & on during the day and my girl has had a slight cough for a few month's off and on and we don't smoke

Welcome to HCM once again.

Persistent cough with phlegm is one of the symptom of HIV infection but in your case it is not like so because the test result for HIV after 18 months of exposure was negative as you had mentioned earlier so don't get tensed or anxious.

Consult your physician and go for some blood investigations along with x-ray chest to isolate the cause. Sometimes chronic allergy may lead to hacking and coughing up of phlegm. Follow the treatment regime as per the advice of doctor.
