Before answering your questions I want to ask some questions from you.
Are you really sure that what you feel is your cervix? have you ever felt it before? Do you have any other symptoms apart from feeling cervix low - like urinary symptoms, pain during sexual intercourse, abnormal discharge, etc?
In my opinion it can be your cervix or it may be hymen (that is torn during child birth).
In normal menstrual cycle cervix feels high during ovulation and low during menstrual periods.
Sometimes tampon insertion may be done incorrectly. It is to be inserted towards the back.
I do have other diagnosis in mind. But I need details about your symptoms from you to be better able to help you. In my opinion you should get a vaginal examination done by a gynecologist to see what is there which interferes with tampon insertion.

I have never had an issue with tampons before, I am aware that during menstruation cervix is lower, this is noticeable more so.

One thing in my mind that it can be prolapse of the uterus but your symptoms are not very much suggestive of it.
May be it is the beginning of the disease.
