The location is not typical of shingles. This may represent an allergic reaction. Shingles are common in persons with a decreased immune state. Do you have any disease condition? are you on any drugs? etc that may explain and justify a possible shingles? Also, do you have any itches?
For now, jus cleansing with and antiseptic such as iodine. If you are in pains, Tylenol would be good at doses recommended by your pharmacist. I will like that you provide a follow up image within 48-72hours for review and more insights.

This rash maybe allergic in nature with you having no decreased immune state and the itches. I suggest you take benadryl to control the itches. Shingles is accompanied with severe pains and seems you are not in so much pains. This makes shingles less likely.
