These are signs that you are allergic to something in your environment and yes, excessive sun exposure can be it. Atarax is a very strong drug that SHOULD in theory help with your problem, But will also cause severe fatigue and sleepiness.
For now, I would suggest you use a cream like Lycor 1% (1% hydrocortisone) on any area that has a rash to bring down the inflammation. Then i would seek the advice of a dermatologist to try and test you for which environmental components are causing your problem. You may need to take more than 1 kind of antihistamine (similar to atarax) to combat the problem. But a dermatologist is the best bet for you.
