Brief Answer:
many possible causes

Detailed Answer:
Hello and thank you for your question.
The most common rash in the genital area is a fungal/yeast type infection. This causes a pinkish to red rash with itching. This can be treated with antifungal medications. It is also possible to get an eczema type rash on the penis or even psoriasis. Eczema would be pink and flaky and psoriasis would be very scaly with ring like patches of redness and inflammation. Eczema could be treated just with lotion or moisturizers but psoriasis might need prescription medication. If it is not severe and a bit itchy I would try an over the counter yeast treatment cream like terbinafine. If the rash is not resolving or if you are at risk for a sexually transmitted infection then see a doctor for exam and diagnosis.
