Question: My son has a rash on his feet that hurts and is red. He has had it fir 4 days.

I have seen the image of the skin lesion.
It appears to be some fungal infection.
The site is common for cutaneous larva migrans but the lesion is not characteristic.
I suggest you to apply combination of steroid like betamethasone/mometasone with antifungal like miconazole three times a day for 4-5 days.
