Brief Answer:
Localised pain is unlikely to be cardiac

Detailed Answer:
Hi,
This is Dr Sameer, cardiologist.
Localised pain is unlikely to be of cardiac origin.
Cardiac pain is generally diffused, increase with exertion.
Localised pain in chest can have causes like costochondritis which is a inflammation of joint between bone & cartilage of chest & can be easily treated with pain killer.
But as you are a diabetic, with increasing age, I'll recommend you for a stress echo for future cardiac risk evaluation.
Wishing you a very good health.
