A month after that we had sex a gain and twice the same very fist time and soon we got done the second time same paper cut but smaller than the first time no bleeding no rash but she said it was hurt she used the same cream and three days went a way ... Wounder if that's from dry sex and bothe of time when we had sex she was wet the first time and the second time she wasn't in both times ?

In your case, the likelihood of her getting dry the second time is probably when the second intercourse is repeated within few minutes after the initial orgasm and the sexual feelings tend to reduce after the first.Hence labial rubbing and clitoral stimulation during the intercourse especially in missionary position can often cause such labial and clitoral abrasions.
Also seen if the male or the female partner either of them have not shaved and the position is missionary.
Thirdly, if there has been a fugal infection of the vulval region then dryness can further add to abrasive injury during intercourse. It is advised that you should clip your pubic hair if not, try other positions and and try lubricating gel the second time if you find that she is getting dry.
The lesion can be treated easily in next 3 days with ointment soframycin application, as she has been doing it for herself.

These cuts are in no way related to herpes as there are classical blisters seen with herpes genitalis and the cuts don't repair with any ointment. So please follow as advised earlier and rest assured its not herpes.
