I understand your concern regarding your skin problem and I hope I am able to help you in the same.
Now from the description it looks like you are developing some form of skin lesions at a particular spot over the penile region.
I would like to have a look at the exact skin lesions before we can be sure of the diagnosis.
It would be great if you can click some close up pictures of the skin rash and upload them here on this page. You can also email the pictures to YYYY@YYYY with subject line as “attention to Dr. Geetika Paul”.
Also please tell since when are you developing these skin lesions?

Any associated pain, itching or discomfort?

Lesions look allergic , take treatment
Detailed Answer:
Hi again
I have seen the attached pictures .
The lesions do not appear to be related to any std.
They look more allergic in nature.
I would advise you to apply cortisone cream over the affected areas twice a day . Do not apply any other cream or oils over the affected area .
I would like to know if you have any similar skin lesions over the scrotal region as well.
Is there any itching over rest of the body?
Is the itching more at night?
The above questions will help us in ruling out scabies.

Urine infection
Detailed Answer:
Hi again
In case you have such an increased frequency of urination, then it is not really a good sign.
It can be due to a urinary tract infection that you might be developing .
You should increase the intake of oral fluids. Things like cranberry juice are good for preventing a urine infection.
In case the increased frequency along with pain or discomfort tends to increase, then you might have to see a local doctor for a urine examination to rule out any infection.
