Brief Answer:
Xerosis; Use a Good Moisturizer and Moderately potent topical steroid cream

Detailed Answer:
Hello. Thank you for writing to us

I have gone through your query and I have understood it. I have also reviewed the Images.

The skin on legs which looks like fish skin/ scales and dry, red patches are due to severe dryness of skin and consequent dermatitis

I suggest you to use a good moisturizer, specially a moisturizer that contains either Urea Or Ammonium Lactate, to be applied twice daily below shins.
In addition to moisturizer you may use a topical moderately potent steroid e.g triamcinolone acetonide 0.1% or mometasone furoate 0.1% cream for dry, red patches. You may apply any one of these, twice daily after you apply the moisturizer.
Avoid soaps. Soaps can be drying.

As far as swollen legs are concerned that does'nt seems to be a primarily related to skin. I suggest you to get a BP check along with Kidney function tests, Complete Blood Count and Thyroid (i.e TSH levels).

Regards
