I read your question carefully and understand your concern.
Measles infection can cause a skin rash but is a general infection that affects other organs also and you have fever, malaise, signs of a respiratory infection like a cough, etc.
It generally happens in epidemics and several people around you would have it.
The rash is generally very pronounced and starts from head to body and then limbs.
Because of all those characteristics, it seems that it is less likely you are having measles.
Bed bugs are a possibility and many times it is difficult to identify them.
I would say that you can go on using the cream for bites and if no improvement in a couple of days or if lesions spread or any of the above symptoms mentioned please see your doctor.
Can you please upload/attach a picture or two of the rash so that I can take a closer look at it.
