Based on your blood pressure readings it appears that you have mild hypertension. At this level if you discuss it with your doctor he may suggest some much time off occasions or he may consider starting you on a medication to bring your blood pressure under better control.
Regarding brightness in your eye this may be due to inflammation of a blood vessel or possibly from an allergic reaction. a topical eyedrop may help with that.
I would suggest that you discuss your blood pressure readings with your primary doctor. you might also try an over the counter anti allergy eyedrop for a couple of days as well to see if this helps the eye redness.
