while sitting or laying down I feel a weird tingling above my groin area and upper thigh while also feeling warm or cold sensations
itching in crease area of genitals between scrotum and thigh, also itching in upper crease of anus between start of buttocks and lower scrotum. slightly red in these regions also, but no rash.
no rash, sores, or lesions anywhere, slightly raised hair follicals in upper thigh close to genitals. Also over the past 3 weeks I have experienced body chills which can last about a half hour.

I have examined your question very carefully. As you mention, it can be confusing to you as to what health problem you might be having.
The core of your problems seem to revolve around the areas of the groin and genitals and given these facts, we might want to explore, if this is the result of an infection.
The most important thing that you have not mentioned is a blood test. You need to get this done, as a scan for the most common infections is performed by the pathologist or the microbiologist. You will be given a report if you have been infected by any germ(s). Furthermore, antibiotic sensitivity tests will reveal the best antibiotic for the germ(s). At best, the complete blood scan, which is very easily performed, quickly and painlessly, will reveal the entire line of treatment.

I have been very paranoid that the issues above could be from genital herpes, from what I've read about the virus the antibodies would not show up in my blood work for 6 weeks. In your opinion with no sign of sores, rash, lesions and the same symptoms going on a month is it likely herpes?

We both know that the germ that causes herpes, also called as the herpes virus can show up in two totally different unrelated ways in the human body. The first, as people understand is a sexually transmitted infection and has the bad feelings associated with it. The other way is a manifestation, typically on the face (herpetic lesions) of persons who have had nothing to do with any sexual encounters. Herpes means snake like. This is because the skin rashes, called as "lesions" resemble a snake like pattern, to doctors.
Regardless of whether, you feel, or suspect that you might have been infected with herpes, I advise you right now to do these things...
1. It is not necessary to get a blood test, if you want to eliminate herpes, if you are sure of this. Blood tests are meant only to find out what the infection is, whether it is herpes or some other germ.
2. I will directly ask you to use Acyclovir, which has been found to be particularly effective against the herpes virus. Acyclovir is meant to be taken by mouth, with other support medications to stop herpes virus germs from further progressing their infective activities in your body. This is perfectly possible.

The likelihood is statistically unknown (We cannot say yes or no with certainity) of your contracting Herpes, as
1. You have not revealed (initially in the query), or later (in follow ups) any exposure (perhaps through sexual encounter) to herpes.
2. You have not taken any blood tests or scans for STD / STI.
3. Until now, we have been discussing symptoms, and interventions, pharmacological as well as psychotherapeutic.
4. Nothing can be said for sure until action is taken on these salient points I suggested:
1. You can take a blood scan to diagnose herpes.
2. You can take a drug regimen to treat herpes (in advance, pre emptitively)
3. You can emotionally "harden" yourself in advance, anticipating any untoward diagnosis.
Keeping these truths in mind, I can make it simple for you.
