If she is indigent then, she will likely be rated for financial aid at least by the hospital. I don't know of a single hospital in the U.S. that would turn someone away with your daughter's symptoms if they are without healthcare coverage but suffering from a systemic disease entity such as what you're describing without some form of initial diagnosis and treatment. They may need to refer her on if they cannot hospitalize her but they should perform the preliminary workup and diagnostic testing since this sounds to be serious.

What you're describing may be some type of infectious arthridite caused by either a tick born entity which will need antibiotic (maybe even IV) treatment or some other type of joint infestation by fungal or viral elements (less likely because of the distribution of being on both sides at once as well as the description of the lesions).
