I read carefully your question and I understand your concern.
As I understand it, you don't have red eye, or discharge from eye but puffiness under the eyes.
Also I see you are taking a painkiller, an antihistamine, using steroid nose spry, and doing steam therapy....so far, all seems perfect what you are doing.
What else it is left to do? These are my suggestions:
-- Do nose lavages with saline water, at least 2 times/day. Has been proven to help.
-- If you have had this situation for more then 10 days, if you have fever or yellow thick secretions from the nose, then you may have a bacterial sinusitis and may need antibiotics. Take Almoxiclav 1000mg, 2 times/day for 7 days.
-- Drinking plenty of fluids may help too.
-- Ear pain and the swelling below the eyes it is because of the general congestion. Antibiotics will help relieve them too.

I appologise for the late reply.
The antibiotics you need to take I have suggested in the previous answer: Amoxiclav (Amoxicilline-clavulonate) 1000mg, 1 tablet twice/day, for 7 days, if you are not allergic from Penicillin.
Follow the other advises too if possible.
