From the history and photograph, I would consider the possibilities of skin conditions called as Lichen planus and Lichen simplex chronicus.
Lichen planus is a type of a skin allergy which arises de novo.
Lichen simplex chronicus is again a skin allergy which worsens due to rubbing/ constant friction of the skin. Many a times, the patient rubs/ itches without his knowledge when sitting idle or in his sleep. This causes the skin to become thickened.
Both these conditions are responsive to topical steroids.
You could apply a cream containing Mometasone furoate 0.1% twice a day for 2 weeks.
You could also take an antihistamine like benadryl at bedtime for 10 times to suppress that occasional itch.
Do not rub/ scratch the area.
This does not look like a sexually transmitted disease.

Better to use a steroid cream

I would advise you to use a mid potent steroid like mometasone furoate. If you are unable to get it, you could use cortisone cream.
It is better to treat it rather than wait for it disappear on its own. Recurrent itching and rubbing may only worsen it rather than hasten its recovery.
