Neutrogena and L'oreal are a few good brands of sunscreens that you can try and find at you place. These are available OTC.
Hydroquinone is available OTC in many countries. You may also find some of the other pigment reducing ingredients in OTC products.
You may check with your local pharmacy whether these or some of these ingredients are available in OTC products in your country.
