What Causes Skin Rash On Arms?

Question: I think i have skin rash on my arm as i sat on a bench out in the sun. What can i put on these red bumps to solve the problem or get a solution?

By your description it seems to allergy or sun burn.
You can apply a combination of emollients and steroid combination cream locally,
They will sooth and decrease what ever inflammation is there, as redness may be because of allergic inflammation as well.
Keep away from sun for time being.
