Contact dermatitis
Detailed Answer:
Hello. Thank you for writing to us
I have taken note of your query and I have also reviewed the Image.
This does not look like a fungal infection.
I suggest a possibility of contact dermatitis to undergarment cloth, probably to fabric or chemicals used in processing (if it was a new one).
Another reason is that the soap/ detergent used for laundry was not washed off properly and probably that has irritated the skin.
You can avoid Oral steroid. Rather I suggest you to use a topical moderately potent steroid cream e.g either fluticasone propionate 0.05% Or triamcinolone acetonide 0.1% cream.
An OTC Oral antihistamine e.g cetrizine 10 mg once daily will provide you symptomatic relief from itching and discomfort.

Thank you very much.

Topical steroid cream + tablet cetrizine
Detailed Answer:
Hi Dmitriy.
I am not absolutely sure but I guess either triamcinolone acetonide 0.1% cream Or a similar potency topical steroid e.g betamethasone valerate 0.1% cream, should be available Over the Counter.
You can inquire about these from a nearby drug store.
Cetrizine is an Oral antihistamine. It is a tablet. It is available over the counter.
Regards
