It seems to stay in the same spot.
It has little red color
I don't feel any pain, I noticed it when I was scratching it.

Brief Answer:
It can be a ganglion or hematoma.
Detailed Answer:
Hi and welcome.
Thank you for your follow up.
It can be a ganglion cyst or hematoma. Hematoma will usually sudside gradually. Examination by an orthopedic surgeon or general surgeon is well appreciated to rule out the condition. MRI should be performed in case if diagnosis is uncertain. If ganglion cyst or any uncertain mass then it should be excised surgically and send for histopathology. It will be a minor surgical excision and you can go home the same day.
Hope this may help you. Let me know if anything not clear.
Thanks.
