There is no special significance to them being in a square, but itchy bumps on the penis are often yeast. It would be best to get some lamisil from the pharmacy and use this twice a day for one week. If it does not go away then it could be some other kind of infection and you should see a doctor for that.
If you develop a worsening rash, pain with urination, pus from the penis or a fever see a doctor right away
