Hi
Thank you for asking HCM.
I have gone through your query. Your problem can be due to fungal infection or allergy to some thing you use.
Terbinafine (lamisil ) lotion will be helpful for fungal infection. You can also take antihistamines like cetrizine ( zyrtec) which is available as over the counter.
If no improvement then a consultation with dermatologist is well appreciated.
Let me know if anything not clear. I am happy to help you.
Thanks.

Is it a sign of gallbladder or liver problems
Brief Answer:
Liver problems doesn't give such presentation.
Detailed Answer:
Welcome again.
Thank you for your follow up.
Liver or gal bladder problems doesn't give such presentation. They usually gives itchy skin and yellowish discoloration. If you had any liver problems then you can run a blood test LFT(liver function test) which includes liver enzymes and bilirubin levels to rule out that.
This can be most likely allergic or fungal.
