Stinging sensation could be Urethritis.
Detailed Answer:
Hi
Thank you for asking Health care magic forum.
I have gone through your query.Your problem of stinging sensation of penis is most likely Urethritis.Urethritis can occur due to urinary infection or STDs like Gonorrhea, chlamydia or Herpes.Urine routine test urine culture and swabs should be taken for analysis to rule out these. In case of gonorrhea or chlamydia antibiotics like ceftriaxone and azithromycin works. But in case of herpes famcyclovir orally and local acyclovir ointment helps.
The red dots you mentioned if it looks like blistering type it is most likely herpes. In such case washing with ice water will give you relief.Empirical antibiotics should be started before getting the results. In such case i recommend ceftriaxone and azithromycin or doxycycline.I also advise flavoxate which is helpful to relieve the stinging sensation in most.
Hope this may help you.Let me know if anything not clear.
Thanks.

Hi
Thank you for your follow up query.
Herpes can't be cured fully. You can get a remission of it.So once you got you can get it again and even spread to others. When your immunity become low it can flare up again. At those time can get antiviral treatment with famcyclovir as oral tablets and acyclovir cream or ointment for local application.
Hope this may help you.Let me know if anything not clear.
Thanks

Uncircumcised are more prone to STDs.
Detailed Answer:
Hi
Thank you for your follow up query.
Genital herpes can be initially manifest as stinging or burning sensation in tip of penis. But can't confirm it with out a rash or wide symptoms or tests. But if your scortum feels hot or with redness it can be a sign of infection like chlamydia or gonorrhea which gives a epididymo-orchitis. So empirical antibiotic therapy should be started by approaching a GP or dermatovenerologist in such case. Don't panic and just relax, as your anxiety causing you feel that you have some thing serious.
Hope this may help you.Let me know if anything not clear.
Thanks.
