Brief Answer:
As you are a patient of Flutter this heart rate can be normal on medication

Detailed Answer:
Hi,
This is Dr Sameer, cardiologist from Fortis Hospital.
As a came to know from your medical history that you are a patient of Atrial Flutter, than you must be on some medication for decreasing the heart rate(like beta blocker).
In flutter patient has variable heart rate & that too can come down to as low as 45 on drugs which decrease heart rate. So it can be normal.
Secondly was their any symptom like giddiness or fainting during the period of decreased heart rate? If no than its ok. If yes than you might need to wear a holter monitor (which is a 24 hr recording of ECG). Also if this low heart rate is too frequent than your medicines need to be altered( decrease the dosage).

Thank you
Wishing you a very good health
