Clots are one of the causes of swelling in the leg but it is rare for a person to have a clot in both legs.
It is more common for a clot to occur in one leg only.
Swelling in both legs can be due to : (1) side effect of medication eg the blood pressure med amlodipine causes swelling of the legs
(2)venous disease- this is also very common. Varicose veins, which can be mild or severe can cause bilateral swelling.
This can be checked by examination of the legs.
Elevation of the lower limbs, compression stockings and in severe cases, surgery , may be needed
(3)heart disease, liver disease, kidney disease are also causes of bilateral leg swelling
If there are any symptoms or risks of heart disease (history of high blood pressure, smoking, high cholesterol, palpitations, chest pain), then an ECG or echo would help
Liver disease can be detected by examination of the abdomen and blood tests (liver function tests)
There are also blood tests that can check out how the kidney is working (creatinine , BUN)
