Noted the history and studied the pictures well.
Since your problems is present for over a month, this looks to be a cyst formation or encapsulation of an abscess or smegma.
I would advise you the following in such a situation:
Consult a General Surgeon for clinical examination so that the exact nature of the problem will be diagnosed.
If this is a small cyst or encapsulated abscess or so, a very small surgery will solve your problem.
Just check if the swelling is freely XXXXXXX on palpation or not.

I do not think that any local/topical cream or tablets can really help much as the problem is present for over a month.

Brief history of this issue is detailed below:
on 13-02-2017: i masturbated twice and
on 15-02-2017: i noticed the inflammation which can be seen from the first pic on the above link.
on 16-02-2017: i first met my derma and he prescribed only chitomesh ointment to be applied on the spot which didnt really help and i met the same derma again on 28-02-2017: when he prescribed mupax ointment, hhazi 500mg and coqnex capsules ..these seemed to work for a while since the inflammation seemed to reduce but then there was more irritation due to the change of ointment from chitomesh to mupax and there was swelling around that region and i masturbated again in few days and made it worse ...since the first doc's prescription wasnt healing quickly i thought i'll get a second opinion from another skin doctor so..
on 13-03-2017: i visited a second doc who on inspection declared that its genital herpes and gave me valtrex with herplex ointment which again i tried for few days and there was no improvement so
on 16-03-2017 i went back to the first doc again and updated him the situation ..he said its definitely not herpes or any STD and he prescribed pantoclas-40 (before food), doloforce dt and ceftum 500mg for 1 week and suggested to go back to chitomesh ointment since that did not cause any irritation on applying or cleaning and he did say that if situation doesnt improve then i might need to consult a surgeon for circumcision if required..... so 1 week after the last set of medicines the swelling has greatly decreased from what it was earlier and i updated the same doc again with the pics and he asked me to continue the same prescriptions again for few more days ... and i have been doing so till now but lost my control and masturbated again yesterday and caused irritation in the frenulum region again :( right now its in the same condition as the last pic in the shared link..
so given this history and your inspection of the pics i wanted to know what kind of surgery you think might be required? which doc (as in which specialist if needed) should i consult for the same? what might be the cost of it ? what kind of examination is required ? in the worst case which i dont hope for , how much would circumcision cost? what are the pros and cons of doing it ?

Sorry that the given link did not open, hence requesting you to post the photos here attached with this query; you may delete some of the photos already posted.
Consult a General Surgeon as said earlier.
Since there is no breach in continuity of the skin no ointments can help. Oral medications would have helped as they are absorbed into the blood and reach the inflamed area.
Costs will depend upon many factors, and the best way is to ask the General Surgeon on consultation. It is the actual examination that will decide whether you will need a Surgery and if yes, what type of surgery - these in turn will decide the cost factor.
Hence please consult a General Surgeon first.
As you could see the initial inflammation did not seem to have any swelling around the frenulum region where they were noticed. Later after application of different ointments like chitomesh, mupax, silver nitrate, candidB etc the swelling happened.
Now after taking the last prescription for over a week now with the application of chitomesh ointment, the swelling seems to have considerably reduced. However it is not completely healed yet and that has been my concern. It still have two more days of dosage left as the derma suggested that i could take it for about 10 days.
So once im done with the last dose of medication and if there is no sign of improvement i shall consult with the surgeon as you suggested. I stay in XXXXXXX Would you happen to know any good general surgeons I can check with here.
Kindly have a look at the pics and let me know your thoughts again. Is there anyway I could test and let you know myself if it is cyst or something that would automatically heal and fade away ? My derma did check with his hands on the swelling and said if the last set of medications dont work i might need to consult a surgeon and im just hoping the medications work and the swelling goes away.

Since there is a swelling and the medicines have not completely helped you, why not to consult a General Surgeon as soon as possible.
The problem started with the frenular teach, healing, swelling as seen now.
In an usual case the frenular tear usually heal on its own and the skin/scar gets stretched out nicely not needing any surgical intervention.
But in your case the frenulum looks tight and you may need excision of the lump and frenuloplasty to avoid recurrent problems.
I do not know an General Surgeon in XXXXXXX but you can consult a Genera Surgeon nearby for diagnosis and further management.
