Question: I have tingling in my toes and they are always cold.

Hi and welcome.

If this is present on both toes then it may be in most cases vascular story and indicates obliteration of legs arteries so you need to see vascular surgeon and do doppler ultrasound. Also, it may be sign of neuropathy as we see in diabtes or lumbar spine compression due to disc hernia. This can be ruled out bay doing MRI of spine and checkihn blood sugar.
