I noticed them yesterday. They are under the head of the penis. I haven't noticed any liquid out yet. last time I had sex was close to a month ago and I had a condom. I haven't applied anything over it.

Since your last exposure was about a month ago, I do not think you should worry about any std.
Development of small red or white minute bumps especially at the region of coronal sulcus or below the glans penis is seen most commonly in fungal infection called candidal infection.
Such an infection is very common in men and can occur in people on antibiotics or it can be acquired from your partner or can even occur as such.
You need to apply canestan cream over the affected areas twice a day . You might need to apply for a week or so. I am sure it will take care of the lesions.
But if in case the lesions tend to worsen with treatment or you develop any fluid filled blisters or any painful bumps or ulcers..then all this might necessitate a direct examination by a specialist .
