Brief Answer:
visit a doctor as soon as possible

Detailed Answer:
Hello,

I am sorry to know about your husband's problem. But from what I feel, your husband needs to visit a doctor as soon as possible. We need to find if he has a urinary infection because of the stone. In case there is an infection he will need antibiotics.
Polyethylene glycol should help with the constipation. However my priority will be to treat urinary infection.
Your husband also needs a rectal and abdominal exam to find out the cause of the constipation.

So my advise would be to get him to see a doctor as soon as possible as further management will depend on his physical exam and lab results

Hope this helps
