Question: I have white crust under the head of my penis I'm thinking it may be a reaction to some bad lotion because my partner just got tested and she's clean

I have gone through your query. Your problem can be most likely due to fungal infection. If you send a picture of the affected area it will be more helpful in identifying.
For such condition I would suggest using anti fungal creams like miconazole or terbinafine ( lamisil ) for local application.
Avoid using lotion on the area. Avoid soaps and irritants also to wash the area. You can use just warm water or saline.
