Brief Answer:
Use depigmenting cream and moisturising cream
Detailed Answer:
If I was your treating doctor I would recommend you to apply depigmenting cream containing kojic acid on the dark patches twice daily along with a good moisturising cream on the entire lips twice daily.
Various brands containing kojic acid are available like kojivit cream or clearz plus cream or kojiglo cream.
Either of the one can be used on the dark patches twice daily.
Along with this he needs to apply a good moisturising cream like hydra rich lip cream or nmf e lip care balm on the entire lips 2-3 times in a day.
